The speaker of the poem describes the power of the nuclear bomb in terms of light, colour, beauty, and as a miracle. The military minds, we are told, do not anticipate the danger of unleashing nuclear energy in this way; they are asleep as a snake slithers out of the desert. This is likely a reference to the nuclear bomb tests in a New Mexico desert in July 1945, directly before the bombing of Hiroshima.
