The desperate condition of these children is a matter of concern for the speaker of the poem, as well as the reality that this money is then spent on less-than-desirable activities, such as drinking. Also the health risk presented by all the rubbish that they leave behind at the end of the day is mentioned in the poem. This poem acknowledges their ongoing and inescapable poverty.
