The speaker of the poem appears to refer to those who died in the wars following the break-up of Yugoslavia. Since she references Lapud Island, it is likely that she is referring to the Croatian War of Independence. The bones of the dead and the constant struggles of the past are contrasting with the 'tourist boats' that now come along every day.
