| Notes | This poem takes the form of an argument between two voices about closing the bay of Kotor in Montenegro to approaching ships. The first voice is adamant that they should prevent the ships from landing, while the second voice is more amenable, explaining the plight of those who are fleeing from conflict, and that they have plenty to offer those in difficulty. This poem could refer to a specific event, when refugees packed a ship from Dubrovnik during the Croatian War of Independence. The ship, containing 2,000 people fleeing the fighting in Dubrovnik, sailed under under the European Community flag and sailed for Kotor, which was under the control of the federal forces. |
