This poem probably refers to the Nicaraguan Revolution of the 1960s/1970s and the Contra War of the 1980s, when the Reagan administration cracked down on Communist sentiment. The poem's publication date of 1986 makes this more likely. The poem itself is framed as part of the Christian story of Jesus' crucifixion and betrayal by Judas.
