The speaker of the poem doesn't support his choice, leading to blows between them, but fortunately his brother didn't have to fight in the end. The title of the poem, which references 'Conscience', implies that the speaker of the poem has a somewhat anti-war stance, which is why he tries to dissuade his brother from joining up.
