This speaker of the poem interrogates the actions (or inaction) of the richest in society, while the poor suffer and are 'burned alive'. This is a likely reference to the 'Mayan genocide', during the Guatemalan military government's counter-revolutionary actions. Many of the Mayan indigenous people were disappeared, killed, or burned alive.
